Richard Younger, U.N. Under-Secretary-General for Humanitarian Affairs, spoke at a press conference in Pretoria, the capital of South Africa’s newest province, North-West.
He said the issue was of particular importance in North-West, where up to 14 percent of the population are affected by chronic undernutrition, according to earlier estimates.
North-West is home to about a fifth of South Africa’s population and has been without a premier since the mid-2000s when then-President Thabo Mbeki fired the province’s leader.
Younger said the latest estimates show 60 percent of children in the province are affected by stunting.
“If that weren’t enough, there are 21.5 million people, or one in four people in South Africa, living in households that cannot afford enough food for all their members. That’s more than half the population,” he said.
Tens of thousands of displaced people are still living in shacks after the recent violent protests in the poor neighborhood of Alexandra, where at least 15 people were killed and over 400 arrested, according to the government.
“We are seeing a resurgence in extreme poverty,” Younger said, adding that food prices have been on the rise.
He said the United Nations Food and Agriculture Organization in collaboration with South Africa’s Department of International Development is spending some 20 million rand ($1.4 million) annually to provide healthy diets to children and pregnant and breastfeeding mothers.
The U.N. official said his agency and others in South Africa had been working on the issue for more than five years.
“The poor conditions are worse than I thought in the late 1990s when I started working on this,” he said. “There is a real clear message here.”
The government has taken steps to alleviate the country’s food shortage.
The estimated number of people living in hunger in South Africa increased by around three million over the past year, according to the U.N.
About 55.9 million people were estimated to be on short rations in 2012, while 41.1 million were on long-term nutrition deficiencies or malnourishment, according
